For those who may not know what COIN stands for it stands for COunter INsurgency. And it is a Military term for fighting an insurgent population in occupied territory, Since WHEN is the Continental United States "Occupied Territory"? And since when are Civilian Law Enforcement Agencies performing a Military Role?
