Why does the Department of Homeland Security need 75.1 MILLION rounds of ammo?

"The Department of Homeland Security plans to purchase 75.1 million rounds of ammunition at a cost of $22.7 million this year, according to a newly released report from the Government Accountability Office."

And why do they have 70,000 armed officers?  In addition to all the various armed officers from other departments?  Even the Internal Revenue Service has an armed tactical team.  I ask again.  Why?
