Set after the events in Ghost in the Shell: Arise
Give it a look I think you'll like it.
It is the lead in to the original Ghost in the Shell movie and the subsequent series Ghost in the Shell Stand Alone Complex, and the second movie Ghost in the Shell: Innocence. Which lead to the Prequels ghost in the Shell Arise I linked to above and this movie.
