The thoughtlessness and cruelty of some people infuriates me.

And if you see someone abusing an animal call 9-1-1 and report it.  You don NOT have to give your name.  Just tell the 9-1-1 Operator exactly what is going on, so an Officer can be dispatched.

In some jurisdictions, there may not be much they can do, in those cases you can call or E-mail the ASPCA.  In some jurisdictions they have prevention officers who do have Police Powers and can step in to help.
