Australia is not “gun free”. There are about 1.1 million licensed owners with about 5 million firearms mostly rifles and shotguns. Pistols are harder mostly for target but there are carry licenses. I held a concealed carry license for work for about 10 years.
I am not a fan of our laws since they banned semi autos but they are manageable (not as bad as California where I have spent a some time).
It seems that the older shooter (aged 60) was licensed for six firearms and had been for over 10 years. Not my state but he should have been back ground checked though there have been several cases of police issuing licenses on people who failed.
