Benghazi Stand down - On Whose Authority?

Valerie Jarrett Ordered Benghazi Stand Down

That is what I want to know.  What authority does she have to order a stand down?  ONLY the National Command Authority (NCA)  ie: President Obama had the authority to order that.  NOT Valerie Jarrett.  So why did she overstep her legal authority?  And why didn't ANYONE in the Whitehouse tell her to go fly a kite?

It seems to me we have an Usurper in the Whitehouse who hasn't been charged for that usurpation nor the deaths of our personnel.
