Having the charges dropped IN EXCHANGE for not suing? How is that NOT BLACKMAIL?!
Yup, Blackmail of the highest order. What he needs to do is get a REALLL good lawyer who can figure out how to turn this into a Federal case, with a Federal injunction against the city taking reprisals.
