Hate crime bill to police speech

Ben says exactly what the problem is.  "WHO" defines what is hate speech?  Who gets to determine that which may be hateful, restricted speech?

I'm sorry Senator Markey, the very fact that you want to restrict speech tells me that you are the one person who cannot be trusted to determine what is hate speech.
