Congress Dumb?

And Conservatives are dumber than Liberals? By whose definition? And by whose standard?

Who sets the standard? That is what I wish to know. Where is the decision as to intelligence drawn? This in my personal opinion is another hitjob on Conservatives and Conservative values, by a Liberal media that is more and more finding itself superfluous.
